各區(qū)政府，市政府各有關(guān)部門：

為深入貫徹落實(shí)黨中央、國務(wù)院關(guān)于加大營商環(huán)境改革決策精神，按照市委、市政府的工作部署，現(xiàn)就進(jìn)一步優(yōu)化我市營商環(huán)境，提高企業(yè)開辦效率，提出以下工作要求：

一、指導(dǎo)思想

深入貫徹落實(shí)黨的十九大精神，按照習(xí)近平總書記關(guān)于加大營商環(huán)境改革力度的重要指示精神和黨中央、國務(wù)院相關(guān)部署，結(jié)合首都功能定位，堅(jiān)持問題導(dǎo)向、堅(jiān)持首善標(biāo)準(zhǔn)、堅(jiān)持改革創(chuàng)新，以商事制度改革為抓手，大力推進(jìn)簡政放權(quán)，持續(xù)深化“放管服”改革，減環(huán)節(jié)、縮時(shí)限、降成本，圍繞提供優(yōu)質(zhì)公共服務(wù)精準(zhǔn)發(fā)力，著力解決營商環(huán)境“最后一公里”問題，激發(fā)市場活力和社會(huì)創(chuàng)造力，推進(jìn)建設(shè)現(xiàn)代化經(jīng)濟(jì)體系、促進(jìn)高質(zhì)量發(fā)展，構(gòu)建更為便利的企業(yè)開辦環(huán)境。

二、工作目標(biāo)

2018年3月底前將企業(yè)開辦的必備流程環(huán)節(jié)精簡至4個(gè)，企業(yè)開辦時(shí)間壓縮至5天，提供優(yōu)質(zhì)公共服務(wù)“準(zhǔn)入又準(zhǔn)營”。其中工商登記事項(xiàng)辦理不超過3天，刻制印章不超過1天，申領(lǐng)發(fā)票不超過1天。各區(qū)立足自身實(shí)際，積極開展縮減辦理環(huán)節(jié)、壓縮開辦時(shí)間、降低開辦成本工作。加快推進(jìn)企業(yè)開辦全面網(wǎng)上辦理，搭建市級企業(yè)開辦網(wǎng)上服務(wù)平臺(tái)，涉企審批及服務(wù)事項(xiàng)納入網(wǎng)上平臺(tái)，達(dá)到國際先進(jìn)水平。

三、工作安排

(一)建設(shè)區(qū)級企業(yè)開辦大廳

各區(qū)依托區(qū)級政務(wù)服務(wù)中心設(shè)立企業(yè)開辦大廳，涉及企業(yè)開辦事項(xiàng)一窗受理，實(shí)現(xiàn)“只進(jìn)一門，只對一窗”。 積極推進(jìn)開辦大廳標(biāo)準(zhǔn)化建設(shè)，工商、稅務(wù)部門應(yīng)進(jìn)駐開辦大廳，并合理配置印章刻制、銀行開戶等服務(wù)。涉企審批事項(xiàng)實(shí)現(xiàn)“一窗受理、后臺(tái)流轉(zhuǎn)；一次申報(bào)，全程辦結(jié)”。以購買服務(wù)方式，增加行政輔助人員，實(shí)現(xiàn)“一站式服務(wù)”。

(二)建立市級開辦企業(yè)網(wǎng)上服務(wù)平臺(tái)

大力提升“互聯(lián)網(wǎng)+政務(wù)服務(wù)”水平，開通涵蓋企業(yè)開辦各類事項(xiàng)的一窗式網(wǎng)上辦事服務(wù)系統(tǒng)“e網(wǎng)通”，按照“一數(shù)一源、信息共享、協(xié)同辦理”的原則統(tǒng)一部門間信息共享交換標(biāo)準(zhǔn)，打通不同層級、不同部門信息系統(tǒng)之間的共享通道，逐步實(shí)現(xiàn)企業(yè)開辦事項(xiàng)網(wǎng)上辦照、在線申領(lǐng)發(fā)票等環(huán)節(jié)協(xié)同并行辦理。

(三)優(yōu)化工商登記程序，提升注冊便利化水平

全面推進(jìn)“證照分離”“多證合一”改革，進(jìn)一步精簡企業(yè)登記文書表格材料，實(shí)現(xiàn)經(jīng)營范圍標(biāo)準(zhǔn)化。進(jìn)一步優(yōu)化名稱預(yù)先核準(zhǔn)制度，實(shí)現(xiàn)名稱自主預(yù)查全市全覆蓋。大力推進(jìn)企業(yè)登記“全程電子化”，實(shí)現(xiàn)公司登記全范圍、全流程網(wǎng)上辦理，逐步擴(kuò)大電子營業(yè)執(zhí)照應(yīng)用范圍。

(四)提高辦稅效率，實(shí)現(xiàn)企業(yè)初次申請當(dāng)日領(lǐng)取發(fā)票

推出初次申領(lǐng)增值稅發(fā)票快捷辦理服務(wù)，進(jìn)一步簡化優(yōu)化納稅人增值稅發(fā)票申請領(lǐng)用流程，推行稅控設(shè)備費(fèi)用網(wǎng)上繳納，大幅度壓縮發(fā)票申領(lǐng)時(shí)間。符合條件的納稅人只需一次前往辦稅服務(wù)廳，1日內(nèi)即可領(lǐng)取、發(fā)行稅控設(shè)備，領(lǐng)取增值稅發(fā)票。國地稅實(shí)現(xiàn)聯(lián)合辦公的窗口，相關(guān)手續(xù)在1天內(nèi)完成。不涉及地稅部門業(yè)務(wù)的，企業(yè)不需到地稅部門單獨(dú)辦理登記手續(xù)。

(五)進(jìn)一步提高刻制印章效率

公安部門加大和工商部門網(wǎng)上數(shù)據(jù)交換力度，完善公章刻制即時(shí)自動(dòng)備案機(jī)制。對新開辦企業(yè)免費(fèi)發(fā)放印章。

四、工作要求

(一)加強(qiáng)統(tǒng)籌協(xié)調(diào)

由市工商局牽頭，市級各相關(guān)單位成立提高開辦企業(yè)效率工作專班，統(tǒng)籌推進(jìn)提高開辦企業(yè)效率優(yōu)化營商環(huán)境的有關(guān)工作。各區(qū)參照市級工作機(jī)制建立區(qū)級工作專班，制定提高開辦企業(yè)效率工作方案。

(二)加強(qiáng)宣傳引導(dǎo)

各相關(guān)部門要做好宣傳工作，通過政府網(wǎng)站、新聞媒體、微博、微信等多種載體，對改革中的熱點(diǎn)難點(diǎn)問題予以及時(shí)解答、回應(yīng)，讓市場主體、中介機(jī)構(gòu)和社會(huì)公眾充分了解改革政策，形成支持改革、參與改革的良好氛圍。

(三)加強(qiáng)實(shí)施保障

進(jìn)一步加強(qiáng)窗口服務(wù)人員隊(duì)伍建設(shè)，配足服務(wù)窗口工作人員和資源，保障窗口服務(wù)順利高效運(yùn)行。要對優(yōu)化企業(yè)開辦事項(xiàng)進(jìn)行有針對性的培訓(xùn)，提高工作人員能力和水平。

(四)加強(qiáng)工作落實(shí)

各部門要切實(shí)落實(shí)已出臺(tái)的各項(xiàng)政策，堅(jiān)決兌現(xiàn)向社會(huì)的承諾事項(xiàng)，全力保障首都營商環(huán)境持續(xù)優(yōu)化。
